As a 16 year Reston resident, I am voicing my opinion that there are already too many lights in Reston.
New lights are wasteful, in both construction, and energy usage.
New lights don't stop crime (the most crime ridden areas in America are well-lit, all night long).
New lights negatively affect nocturnal animals.
And, from my personal standpoint as an amateur astronomer (I realize that some people don't care about such things), any new lights add to the already overabundance of light in the night sky, forever dimming our view of the night sky.
